National Pollution Discharge Elimination System Permit


As a requirement of the City of Boca Raton’s National Pollution Discharge Elimination System (NPDES) permit, the City must institute a program to prevent accidental or intentional contamination of the stormwater system by preventing businesses that use or store hazardous materials from discharging non-stormwater to the storm sewer system.

Specifically, the permit states:
“The permittee (s) shall continue to implement a program to identify and control pollutants in stormwater discharges to the MS4 from any municipal landfill(s); hazardous waste treatment, storage, disposal and recovery facilities; facilities that are subject to EPCRA Title III, Section 313; and any other industrial or commercial discharge which the permittee(s) determine is contributing; or has the potential to contribute, a substantial pollutant loading ot the MS4.”

Our Approach


Currently, as part of the City’s overall stormwater protection program, City staff is working to develop a systematic approach to identifying these high risk facilities and/or businesses, scheduling and conducting yearly inspections of the storage of hazardous materials and reporting these findings to the state. Once these procedures have been approved, copies will be made available to the public.
