Captain Matthew Duggan began his career at the Boca Raton Police Services Department in 1991 as a Road Patrol Officer. He was transferred to the Investigative Services Bureau in 1993. There, he served as a member of the Tactical Patrol Team, a Major Crimes Investigator, and as an Organized Crime Investigator.

Captain Duggan was promoted to the rank of Sergeant in 2000 and assumed supervision of a Road Patrol squad. He returned to the Investigative Services Bureau in 2001 and served as a Major Crimes Unit supervisor and Organized Crime Unit supervisor until his promotion to Captain. He currently oversees the Investigative Services Bureau.

Captain Duggan has a Bachelors degree in Criminal Justice from Florida Atlantic University, and is a graduate of the Southern Police Institute's Command Officer's Development Course as well as the FBI's Hazardous Devices School. He has been a member of the Department's Bomb Squad since 2000 and currently holds the position of Bomb Squad Commander.

Captain Duggan has twice been recognized as Officer of the Quarter and has received 2 Unit Citations.
